Flag of Smolensk Oblast Russia The flag of Smolensk Oblast is a rectangular banner with two equal vertical stripes and a central emblem. The left strip is light blue, representing the Russian region of Smolensk, while the right one is white, symbolizing the Russian Federation as a whole. The center features a golden image of the coat of arms of Smolensk Oblast, which consists of an open shield adorned with the city’s seal. This symbolizes the region’s historical significance as a key defensive point in Russia’s northwestern border.
